英、美、德、法、日等国虽然在管理体制机制、职业教育组织模式(国家办学模式、企业培训和在岗培训模式、培训中心模式、合作式职业教育、双元制职业教育体系)和职业教育理念(职业资格的本质、教学方法)等方面与我国有很多不同,职业教育事权和支出责任的划分也存在明显差异,但还是能总结出一些规律性特点和发展趋势。通过比较各国各级政府承担的职业教育事权和支出责任,对于界定我国政府的职业教育事权和支出责任有一定的借鉴意义。

By comparing the duties and expenditures of vocational education undertaken by governments at all levels in all countries, it is of some significance to define the government’s right of education and expenditure in our government.
