外语教育政策是国家教育政策的重要组成部分,关系到国家政治、经济和社会发展。制定外语教育政策,除了教育自身因素,还需考虑政治、外交、经济和社会等因素,并进行实证调查,方能制定出科学的、和谐的、有效的中长期外语教育政策。本文分析了中国和德语国家外语教育政策制定机构的功能和作用,指出了其外语教育政策制定和实施时各自的特点及政策依据,探讨了德语国家制定和实施外语教育政策的启示意义。
Foreign language education policy is an important part of the state education policy and relates to the country’s political, economic and social development. In order to formulate a policy on foreign language education, in addition to the factors of education itself, political, diplomatic, economic and social factors need to be considered and an empirical investigation conducted to formulate a scientific, harmonious and effective medium and long-term foreign language education policy. This paper analyzes the functions and functions of foreign language education policymaking institutions in China and German countries, points out their respective characteristics and policy bases in the formulation and implementation of foreign language education policies, and explores the enlightenment of German countries in formulating and implementing foreign language education policies.
