近年来,河南省新乡市总工会积极建立劳动定额管理体系,通过集体协商推动企业实现科学管理,实现了企业和职工的互利双赢。一、制定规范性文件,重建劳动定额管理体系新乡市先后出台了《新乡市人民政府关于加强行业性、区域性平等协商和集体合同工作的统一指导意见》等文件,对企业劳动定额做出了初步的规定。如规定:企业制定的劳动定额应当保证在法定工作时间内、正常劳动条件下、90%以上的职工能够完成;企业核定计件单价,要综合考虑企业利润、生产成本、市场因素
