行政机关追究政府生态责任具有高效优势,这取决于行政机关具有的权力直控性、自由裁量权、队伍专业性和信息资源丰富性以及行为自律性。目前行政机关追责实践正在遭遇同体追责引发的普遍困顿、追责职能定位和追责能力建设存在的特殊问题,而行政机关自身的不足、新型道德制度的缺场缺位以及追责职能复杂性艰巨性的客观因素等是其主要缘由。要充分发挥行政机关追责高效优势以及缓解乃至避免其面临的困顿和问题,就必须顺应政府治理模式演变规律,构建切合中国国情的合作追责体系和追责方式。为此,就应在强化与推进必要的协作追责的同时,着力于合作追责主体的培育,实现合作追责制度的创新和合作追责技术的升级。
