红四军创建后,转战赣南、闽西,先后召开了9次党的代表大会,其中后3次在闽西举行。在频繁的战斗中,领导人对军队建设的看法出现了分歧,争论的焦点是红四军内是否仍要设立军委。一种意见认为,“既名四军,就要有军委”,指责前委“管太多”,“权力太集中”,是“书记专政”,有“家长制”表现。另一种意见则认为,前委的领导工作重心在军队,“军队指挥需要集中而敏捷”,由前委直接领导和指挥更有利于作战,不必设立重叠的机构,硬要成立军委实际上是搞“分权主义”。为了平息这些争论,统一思想认识,前委决定召开红四军第七次党代会,由介入争论不深的陈毅暂行代理前委书记来负责筹备和主持大会。
