把建立在“官员队伍太庞大、官民比例太高”这样一个虚假事实判断的基础之上的“精兵简政”作为政府机构改革逻辑起点是不符合事实的。政府职能转变无法落到实处的深层次原因在于“利益驱动制约权力结构的再调整”。30年政府机构改革面临的真实困境源自于政府执行力低下。系统总结30年政府机构改革的成功经验,最根本的一点,就在于回归政府的本职——把建设服务型政府作为政府发展目标的出发点和落脚点,通过建设服务型政府为民众提供公共服务,实现全社会的公共利益,维护社会的公平与正义。要实现这一根本目标,就必须以政府职能转变为核心,以服务性政府建设为皈依,加快政企分开、政资分开、政事分开、政府与市场中介组织分开等。

To summarize the successful experience of 30 years of government agency reform, the most fundamental point lies in returning to the government’s own responsibility - to build a service-oriented government as the starting point and goal of the government’s development goals, and to provide public services to the public by building a service- Realize the public interest of the whole society and safeguard the fairness and justice of the society. To achieve this fundamental goal, we must take the transformation of government functions as the core, take the construction of service-oriented government as a conversion, speed up the separation of government from enterprise, separate government and capital, separate political affairs and government from market intermediary organizations.
