As a developing country, China is no exception. Not only that, but a few years ago, this issue was one of the major problems that China was facing to be solved urgently. After hard work, it has basically been solved. In this issue, I asked He Guang, the deputy minister of labor and personnel affairs, to give an overview of the issue to readers: the causes of the problems, the ways to solve the problems and some difficulties currently still existing. We have sent a veteran reporter to organize this manuscript not only because he has been responsible for the long-term coverage of my economic issues but also because he himself has an intimate knowledge of the issue. Our 50-year-old colleague has five children. His wife is responsible for the housework, raising children and the whole family by his own wage income. The burden is very heavy. A few years ago, children all graduated from school or returned to town from rural areas
