基于“健康和谐”水能资源开发利用理念,综合考虑水能资源的河流开发服务功能、健康河流生态补偿功能,以及和谐社会经济功能3种属性,提出了一套包含24项评价指标的水能资源开发利用评价指标体系。依据该评价指标体系,设计了水能资源开发与水电站管理的分析流程。运用该流程可以确定一个流域或地区的水能资源利用评价等级。将该评价指标体系应用于资水支流夫夷水流域水能资源利用规划的综合评价,得出了各水电站水能资源开发与运行的排序方案。该结果可以为夫夷水流域未来的水能资源利用提供有益的技术参考。
Based on the concept of “healthy and harmonious” development and utilization of hydropower resources, considering the three functions of river development and service functions of hydropower resources, ecological compensation of healthy rivers and economic functions of harmonious society, a set of 24 attributes Development and utilization of hydropower resources index system. According to the evaluation index system, we designed the analysis process of hydropower development and hydropower station management. The process can be used to determine the level of water resources utilization assessment in a river basin or region. The evaluation index system is applied to the comprehensive evaluation of water resources utilization planning in Fuyi watershed of the tributaries of water and soil resources. The sequencing scheme for the development and operation of hydropower resources in each hydropower station is obtained. The result can provide useful technical reference for the utilization of water resources in Fuyi River Basin in the future.
