为优化配置水资源,研究探索适宜北京山区的集雨蓄水技术,实现大气水、地下水、地表 水3水联调,改善山区的生产生活条件,1997年北京市政府制定并实施了山区水利富民工程。几年 来,山区以水为主的生产条件得到很大改善,集雨技术的应用使山区百万农民实现了人均1亩抗旱 灌溉果园和1亩抗旱灌溉粮田的目标,集雨技术应用取得了显著的经济和社会效益。
