一、基本情况 我国至今有23586个中小煤矿,其中3万吨以下占42.5％,9万吨以上的只占7.5％。2002年底乡镇煤矿原煤产量占全国总产量的27.6％,矿均产量1万余吨(受停产整顿影响,不能完全反映矿井生产能力现状),点多、面广、底子薄,从业人员素质低、资源勘探程度低、交通极不方便是我国中小煤矿的基本现状,市场需求量大、就业人员多,山区农民脱贫解困和地方经济发展需要是我国中小煤矿存在
