近代中国社会经济政治发展的不平衡决定了中国革命发展的不平衡。这是党选择农村包围城市道路和统一战线策略的历史依据。社会主义时期中国经济政治发展的不平衡性依然存在。党和政府既不能为了消除不平衡而采取“同步”发展战略，也不能强化和扩大这种不平衡。正确的选择只能是实行梯次发展战略，在原有不平衡基础上，逐步消除不平衡，最终达到相对平衡。
The imbalance in the development of social economy and politics in modern China determines the imbalance in the development of China’s revolution. This is the historical basis for the party’s strategy of selecting the rural areas to encircle the urban road and the united front. The imbalance in China’s economic and political development during the socialist period still exists. Neither the party nor the government can adopt a “synchronous” development strategy in order to eliminate its imbalance, nor can it strengthen and expand this imbalance. The correct choice can only be the implementation of an echelon development strategy. On the basis of the existing imbalance, the gradual elimination of the imbalance will eventually achieve a relative balance.
