早在2000多年前,孔子就描绘了他理想中的社会:“不独亲其亲,不独子其子;使老有所终,壮有所用,幼有所长,鳏、寡、孤、独、废、寂者皆有所养。”马克思、恩格斯所构想的共产主义社会,其核心思想就是建立一个人人平等、人人有社会保障的“自由人的联合体”。这些都为社会保障制度被确立为当今国际社会的一项神圣的人权制度奠定了基础。我国《宪法》也明确规定:“公民在年老、疾病或者丧失劳动能力的情况下,有从国家和社会获得物质帮助的权利。国家发展为公民提供享受这些权利所需要的社会保险、社会救济和医疗卫生事业。”然而,任何一项制度的诞生到发展再到完善,都要经历一个复杂的过程,因此,还处在社会主义初级阶段的中国社会保障制度(本文只侧重阐述社会保险问题——编者注),难免还有许多有待完善的地方……
