利用双层规划理论建立了多车型高速公路连续平衡网络设计问题的优化模型,将改扩建路段的位置、容量与收费费率的确定纳入一个决策过程,从而建立了高速公路改扩建项目的科学决策方法。上层规划中将路网管理者(政府)作为领导者,经营者的财务目标以及投资上限作为实现系统最优的约束条件;下层规划则在考虑了不同车型道路使用者路径选择的差异性以及增加道路容量对交通分布影响的基础上,建立了多车型多准则用户均衡模型。最后以一个算例对模型的效果进行了验证说明,结果表明:应用该模型可对高速公路改扩建问题进行有效决策。
Based on the bilevel programming theory, an optimization model of continuous balanced network design for multi-vehicle expressway is established. The location, capacity and toll rate of the reconstruction are incorporated into a decision-making process to establish the scientific decision-making of the expressway expansion project method. In the upper-level planning, the manager of the network (government) is taken as the leader and operator’s financial target and the upper limit of investment as the optimal constraints of the system. The lower-level planning is taking into account the diversity of path selection of different vehicle type road users and the increase Based on the influence of road capacity on traffic distribution, a multi-vehicle multi-criteria user equilibrium model is established. Finally, an example is used to verify the effectiveness of the model. The results show that the model can be used to make effective decisions on the reconstruction of expressway.
