编辑提示组建工会组织无死角,并非一件易事,比如,在五湖四海终年漂泊的中国海员中建会。各国海员工作状态大致相同,即分属不同的海员公司,遇远洋船东需求时,召集船员临时组队为船东提供海员服务,任务结束,船员各回属地公司,等待新的派遣。很明显,利益同时受制于所属公司和雇佣船东的远洋货轮的海员们,其利益保护也超出了我们日常工会工作理念的范畴。如何维护他们的利益,这个问题古老但常新。
Editor’s Note It is not an easy task to set up a trade union organization, for example, to build a Chinese seafarer all year long drifting across the world. Seafarers in different countries have roughly the same working conditions, ie, they belong to different seafarers’ companies. When the ocean-going shipowners’ needs are met, the crew members of the seamen are called together to provide seafarers’ services temporarily. The task ends and the crew members return to the company and wait for the new dispatch. Clearly, the interests of seafarers who are also controlled by their companies and ocean-going vessels employing the shipowners are beyond the protection of the concept of day-to-day trade union work. How to defend their interests is an ancient but often new problem.
