安徽省合肥经济技术开发区1993年成立以来，尤其在2000年被批准为国家级经济技术开发区以后，始终注意改善投资环境，吸引外资、促进区域经济持续快速发展。去年合肥开发区工业总产值突破百亿大关，达102亿元，实现进出口总额2.95亿美元，税收收入4.7亿元，位居中西部13个国家级经济技术开发区之首。
　　首先，合肥开发区努力营造招商引资的优良载体。9年多来，建设道路近100公里，供水管道37公里，10KV供电线路和通讯线路各60多公里，绿化面积2600多亩，目前已实现15平方公里水、电、路等“七通一平”，基础设施日趋完善。
　　开发区坚持以新理念推进工业化、城市化进程，每一个工业园区都有一个配套齐全的生活服务区，旅游度假区、农业生态园区、生活服务区相间其中。
　　开发区还拥有安徽第一家五星级涉外酒店，第一家国际会展中心，安徽最大型景观缩微公园。从2001年起，提出每年种一百万棵树木，种花种草，建设森林式开发区的口号，为投资者构建高品位的工作、生活环境，大大增强了辐射力和感召力。
　　其次，开发区努力创造优良的软环境，发挥体制和机制优势，提供国际化的优质服务。几年来，从项目洽谈、立项、审批、筹建、生产、销售和生活服务等各个环节为投资者提供高效率的一条龙服务、一站式服务。美国可口可乐公司在华有多家分公司，合肥分公司以其快速的建设周期，赢得了总公司的赞誉和较好的经济效益。


　　合肥开发区除国家规定的外商投资企业在税收上享受两免三减、免征地方所得税等优惠政策外，还出台了一系列相关政策，对每年纳税大户进行财政奖励。对技术含量高，投入资金大，辐射力强的企业采取特事特办的方法，在征地费用等方面实行“低门槛”政策。在项目服务上尽可能简化办事程序，提高办事效率，取消大部分行政收费，并逐步做到“零收费”服务。
　　开发区还进一步深化管理体制改革，政务公开，建立了良好的政府环境；推行管理制度化、服务效能化，创造了良好的道德环境；倡导诚信服务、主动服务、跟踪服务、全程服务，形成良好的道德环境；按市场规律办事、按国际惯例办事，展示了良好的市场环境。
　　凭着诚实守信、优质高效的服务，开发区吸引了新加坡佳通轮胎、日本日立挖掘机、德国库尔兹印刷、台湾统一以及青岛海尔等涉及21个国家和地区的国内外知名企业在区内投资建厂，累计引进项目230个，总投资141亿元人民币，其中外商投资项目89家，总投资11.38亿美元，形成了以机械制造、汽车、家电、化工、食品和饲料加工等为主的现代化外向型大工业加工基地和出口创汇基地。
　　
　　Hefei EDTZ Continues Improvina Investment Environment

　　Hefei Economic and Technological Development Zone (HETDZ) in Anhui province, since its establishment in 1993 and especially since 2000 when it was made into a state-level development zone, has devoted major efforts to improving its investment environment. As a result, the zone has attracted more foreign investment and its economy has kept developing at a sustained fast pace over the years.


　　Last year total industrial output value of the zone reached 10.2 billion yuan, its imports and exports totaled US$295 million in value, and its tax payment amounted to 470 million yuan. HETDZ thus leads the 13 state-level economic and technological development zones in central and western regions of China in economic strength.
　　HETDZ has done the following to attract foreign investment:
　　First, the zone has built a high-standard hardware environment, turning itself into a fine "carrier" of investment. The last nine-plus years have seen the construction of the following in the zone: close to 100 km of roads, 37 km of water supply pipelines, more than 60 km of 10KV power transmission lines, more than 60 km of telecom lines and 175 hectares of greenery. So far, a 15 square km area in the zone has been made ready for investors, with infrastructure facilities for water and power supply, transportation and telecom services completed there.
　　The zone administration has pushed ahead with industrialization and urbanization with new concepts. Within each industrial park are a service district, a tourist and recreational district and an agricultural-ecological district.
　　HETDZ is also home to the first five-star hotel, the first international convention & exhibition center and the biggest miniature-sights park in Anhui province. Since the beginning of 2001, to turn the zone into a forest-style industrial park, the zone administration has called for planting one million trees in the zone annually. As a result, the natural environment of the zone has kept improving, to the satisfaction of people who work and live there.
　　Second, the zone has built a fine "soft" environment. Investors are offered streamlined, one-stop services that cover the whole investing process from project negotiations and examination to construction, registration, production and marketing. Coca-Cola of the United States has many branches in China, but its branch in HETDZ has won praise from corporate headquarters for its short construction period and good economic returns.
　　Third, the zone makes the best of preferential policies. Aside from tax exemptions and reductions as permitted according to regulations of the central government as well as exemption of the local income tax, Hefei city government gives financial bonuses to big taxpayers. For investment projects that "have a high technology content," involve a huge amount of investment money and have "a strong radiating strength" (i.e., promotes the development of enterprises and industries in surrounding areas), a special approach will be adopted. Namely, "a low threshold" policy will apply to such investment projects with regard to land use fees. The zone administration has canceled most administrative fees and is paying the way for offering "zero-charge" services.
　　Fourth, the zone has further deepened reform of the administrative system. Administration has been made transparent and systemized and exercised in accordance with market rules and accepted international norms. The zone administration has promoted services in good faith, active services, follow-up services and whole-process services.
　　Thanks to a fine investment environment, honest administration and high-standard services, HETDZ has attracted a cumulative total of 230 investment projects, involving a combined investment of 14.1 billion yuan. Investors include Grand Tour Tire Co. of Singapore, Hitachi of Japan (excavators), Kurz Stamping Co. of Germany, President Co. of Taiwan and Haier Group based in Qingdao, China. Overseas investors come from 21 countries and regions in the world. Of all the projects, 89 are funded by overseas investors and involve a combined investment of US$1.14 billion. HETDZ has developed into a modern export-oriented processing base with its economy propped up by machine building, automobile, home appliance, chemical, food and feed processing industries.■
