从科技基础管理、核心技术能力、科技工作环境、科技工作成果等层面首次全面、系统地建立电网公司科技创新能力评价指标体系,包括9个二级指标和35个三级指标。利用属性识别理论,根据各指标客观数据的测度属性建立指标测度评价矩阵,并通过G1法来确定各个指标的综合权重,最后按照属性识别准则中的评分准则完成对各电网公司科技创新能力的比较与排序。实例分析表明,该评价体系及模型能公正客观准确地评价各电网公司的科技创新能力。
For the first time, a comprehensive and systematic evaluation index system for scientific and technological innovation capability of power grid companies was established from the basic management of science and technology, core technical capabilities, scientific and technological work environment and achievements in scientific and technological work, including 9 second-level indicators and 35 third-level indicators. According to the attribute identification theory, the evaluation matrix of index measure is established according to the measurement attributes of each objective index, and the comprehensive weight of each index is determined by G1 method. Finally, the comparison of scientific and technological innovation ability of each grid company is completed according to the score criterion of attribute recognition criterion With sort. The case study shows that the evaluation system and model can fairly and objectively evaluate the technological innovation capability of all grid companies.
