党的十六大报告把政治文明与物质文明、精神文明并列提出,表明我们党政治智慧上的双重成熟:在理论上,终于把政治文明从精神文明的范畴中剥离出来,对政治文明的重要性有了新的认识;在实践上,十五大以来,我们党在政治文明的建设上取得了巨大的成就,为深入推进政治体制改革打下了良好的基础。 过去,一谈到政治体制改革,大家都讳莫如深,总感到大“敏感”,牵涉到方方面面的利益,尤其是牵涉到作为其制度背景的意识形态。所以,虽然小平同志一再说:“现在经济体制每前进一步,都深感到政治体制改革的必要性。”但在具体实践中,大家总是能避则避。十六大报告把政治文明突出地提出来,不仅表明执政党的理论勇气,同时表明执政党在实践中将加大力度推动政治文明建设,着力研究和解决中国现代化建设中不能绕过、不能回避的深层次问题。 要明晰政治文明建设的路径与过程,首先需要对政治文明有一个清醒的认识,需要全社会形成一个正确的改革心理预期。为此,本刊特辟出专栏,约请专家学者讨论,希望能在讨论中不断深化认识,并在不同见解的碰撞中形成共识,为当代中国政治文明建设出谋献策。 我们盼望听到来自不同方面更多的声音,欢迎大家赐稿参与讨论。
The 16th CPC National Congress report put political civilization, material civilization and spiritual civilization alongside each other in a bid to show the dual maturity of our party’s political wisdom. In theory, political civilization has finally been stripped from the category of spiritual civilization to the importance of political civilization In fact, since the 15th CPC National Congress, our party has made tremendous achievements in building political civilization and laid a good foundation for deepening the reform of the political system. In the past, whenever we talked about the reform of the political system, everyone was secretive and always felt “sensitive” and involved the interests of all parties. In particular, it involved the ideology as the background of its system. Therefore, although Comrade Xiaoping has repeatedly said: “Now that the economic system is making every further progress, it is deeply necessary for the reform of the political system.” However, in practice, we can always avoid it. The promulgation of the 16th National Congress of the CPC by highlighting political civilization not only shows the courage of the ruling party, but also shows that the ruling party will, in practice, step up its efforts to promote the building of political civilization, make efforts to study and resolve issues that can not be circumvented and can not be avoided in China’s modernization drive Deep problem. To clarify the path and process of political civilization construction, we must first have a clear understanding of political civilization and need the entire society to form a correct psychological expectation of reform. To this end, we have set aside a special column to invite experts and scholars to discuss and hope to deepen our understanding during the discussion and to reach a consensus in the collision of different views so as to offer advice for the construction of contemporary China’s political civilization. We look forward to hearing more voices from different aspects, and we welcome everyone to contribute to the discussion.
