The phenomenon of vagabond and beggar in Beijing is striking. The survey found that 64.8 percent of respondents think they often encounter vagrants and beggars. Haidian residents are more tolerant of the phenomenon of vagabonds and beggars. Most people have had the charity, and the amount of money is modest. For different types of vagrants and beggars, residents in Haidian District showed different willingness to give handouts, highest willingness to handicapped people with disabilities and lowest willingness to handicapped beggars. Factors influencing Haitian residents’ almsgiving behavior for vagabonds and beggars have specific situation contexts, willingness to donate, gender, religious beliefs, age and income. The personal characteristics that are not ultimately related to the level of charity are the place of birth (town / village) and level of education.
