知识产权人才的使用与评价是知识产权人才建设中重要的环节,为知识产权从业人员建立一个适合的职业资格制度和全面的人才评价体系,是当前较为迫切的任务。近几年国内一些地方政府纷纷推出地方版“专利工程师”等职称系列,为人才评价进行了一些尝试。本文提出“1+X”专利人才职业资格制度,建立“1+X”的从业人员职业基准与资格考试制度,及其相应的人才选聘、应用、培养制度。
The use and evaluation of intellectual property talents is an important link in building intellectual property personnel. It is an urgent task for intellectual property practitioners to establish a suitable vocational qualification system and a comprehensive talent evaluation system. In recent years, some local governments in China have successively released professional titles such as the local version of “Patent Engineer” and conducted some attempts for talent evaluation. This paper puts forward the system of occupational qualification and qualifications of practitioners in “1 + X ” and the system of selecting, applying and cultivating talents for “1 + X” patent professionals.
