对于重大突发事件的概念,虽有各种说法,但总体意见趋同。根据我国《突发事件应对法》的说法,界定为:“突然发生,造成或者可能造成严重社会危害,需要采取应急处置措施予以应对的自然灾害、事故灾难、公共卫生事件和社会安全事件。”①这些事件直接导致人们的生命财产损失、自然生态环境破坏、社会运行秩序与公共安全危机等,进而引发社会恐慌,使社会稳定遭受严重冲击或破坏。因此,面对重大突发事件,媒体作为影响大众的舆论工具,必须予以积极应对,承担起应尽的社会责任,直播成为电视媒体的应为之事。而由于突发事件容易成为社会关注的热点、焦点,也是媒体竞争的主战场。2007年6
