China Aeronautical Development Research Center predicts that by 2008 China’s airfreight will exceed 10 billion ton-kilometers and will accelerate even more rapidly thereafter, exceeding 20 billion ton-km in 2015 and doubling again in 2020. In terms of policy control relaxation, Sha Hongjiang, deputy director of the Planning and Development Finance Department of CAAC, believes that civil aviation will relax its access barrier and open China’s international air transport market in phases in the next five years and prioritize the liberalization of the cargo aviation market.
