针对“智慧政府”环境下我国政府信息化绩效评价现状的梳理,本文得出三个问题,即绩效评价指标体系不够全面、部门间资源共享和协同不够完善、缺少有效的安全评价。美国联邦政府总体架构(FEA)通过一个覆盖微观和宏观的标准体系,有效地提高了美国政府信息化绩效的水平。通过对FEA的研究,本文有针对性地提出了政府信息化绩效评价的建设策略,对我国政府信息化绩效评价标准体系建设提供一定的借鉴。
According to the current situation of government informatization performance evaluation in China under the environment of “wisdom government ”, this paper concludes three problems: the performance evaluation index system is not comprehensive enough, the inter-departmental resource sharing and coordination are not perfect enough, and there is no effective safety evaluation. The US Federal Government’s overall structure (FEA) has effectively improved the performance of US government informatization through a standard system covering micro and macro levels. Through the research on FEA, this paper puts forward the construction strategy of government informatization performance evaluation in a targeted manner, and provides some reference to the construction of our country government informatization performance evaluation standard system.
