传统确定备用容量的方法已经不适用于电力市场环境。文中提出一种确定最优备用容量的算法,根据经济学中的效用(文中指电网安全效用)无差异理论,引入可中断负荷替代一部分备用容量,利用存储理论概念建立确定最优备用容量的数学模型,结合历史数据资料中备用容量利用的概率,运用决策论的算法求解最优备用容量。结合四川电网备用辅助服务的研究结果表明,在电网安全性不变的前提下,最优备用容量经济性明显优于用传统方法确定的备用容量。该算法符合市场规律,简单、实用。
The traditional method of determining reserve capacity is no longer suitable for the electricity market environment. In this paper, an algorithm to determine the optimal reserve capacity is proposed. According to the theory of indifference in utility of economics (in this paper, it refers to the utility function of power grid), an interruptible load is introduced to replace part of the reserve capacity and the concept of storage is used to establish the mathematical Model, combined with the probability of spare capacity utilization in historical data, the algorithm of decision theory is used to solve the optimal spare capacity. According to the research results of backup auxiliary service in Sichuan power grid, the optimal backup capacity is obviously superior to the backup capacity determined by the traditional method under the premise of the same power grid security. The algorithm is in line with market rules, simple and practical.
