世界相对和平的大环境使人类远离了战争创伤所致的高死亡率,但是“灾害”仍然频繁地出现在现实生活中。近几十年来,尤其是世纪之交和21世纪第一个10年,全球灾害频发,种类多样而复杂,影响着社会的可持续发展,危害着人类的生命安全和身体健康。正如2000年10月11日,时任联合国秘书长安南先生在国际10年减灾活动结束时所言,“我们的世界比以往任何时候更容易受到灾害的伤害,灾害造成的死亡人数在不断地加大,灾害的经济损失也迅猛增长,作为一个国际礼会,我们相当被动”。
