房地产在国民经济和社会发展中发挥着重要的作用,也为民生改善作出重要贡献。但是,受外部经济和自身发展周期的双重影响,近年来房地产业出现房价偏高、库存过大、产能过剩、需求过度和不足并存等问题。为实现房地产业持续健康发展,要按照党中央、国务院“去产能、去库存、去杠杆、降成本、补短板”的要求,完善住房供应体系、优化房地产供给结构,适时推出合作产权房产品,增加市场有效供给,以供促需、扩大消费需求,实现房地产市场持续健康发展。
