城市管理是现代化城市发展的基础之一.经济日益国际化,有力地促进了城市的现代化,同时,对城市综合管理也提出了新的要求.城市管理者和被管理者的目标的不一致,如果不以制度形式得以解决,使城市管理者的利益与被管理者的利益真正高度统一,就难以形成和谐局面.
