受经济社会发展水平、政府治理理念、社会组织发展薄弱等条件的限制,西部民族地区的政府购买服务发展迟缓且运行艰难,为数不多的购买实践业已充分暴露出该区域特殊情境下购买服务的微观运行状况。文章以西部Y市的一项政府购买服务项目为观察个案,通过切身参与、实地走访考察,全面审视作为各参与主体的购买方、承接方、服务对象、第三方评估、社会公众及其由其相互作用而形成的实际运行现状的特点,梳理出现象背后的发生逻辑,并就一些现实困境与解决之道尝试作出回答,主要包括:如何寻找政府购买成效与社会组织得到培育扶持之间的平衡点;如何重构政府、社会组织与公众之间的信任;社会组织如何保持自主性、独立性、专业性以及构建民族区域本土化的服务模式,以期为西部民族地区政府购买服务的持续推进、构建契约合作的长效机制、实现有内涵的质性发展增长提供一定的参考。
Due to the restrictions on the level of economic and social development, government governance and the weak development of social organizations, government procurement services in the western minority areas have been sluggishly developed and difficult to operate. A few purchasing practices have fully exposed the purchase of services in special circumstances in the region Micro-operating conditions. This article takes a government procurement service project in Y City of the west as an observation case. Through personal participation and field visits, the article examines all aspects of the purchasers, undertakers, clients, third party assessment, And then tries to find out some realistic dilemmas and attempts to answer the questions, including: how to find the balance between the effect of government procurement and the support and fostering of social organizations How to reconstruct the trust between the government, social organizations and the public, how to maintain the autonomy, independence and professionalism of the social organizations and how to build a localized service model in the minority areas so as to promote the government’s purchase of services in the western minority areas, Build a long-term mechanism for contractual cooperation, and provide some reference for achieving the connotation of the qualitative development and growth.
