Based on the hydrological and meteorological data measured in the past 50 years in the Fen River Basin from 1919 to 1970 and applying the water balance method, this paper, from the aspects of precipitation on the lake surface, runoff into the lake and evaporation on the lake surface, Taiyuan Basin lake water balance was estimated. The research shows that the lake water in the Taiyuan basin is in a surplus state at all times regardless of the amount of water out of the lake, so it can maintain its existence. If we do not consider the runoff into the lake, only the pre-Qin period, the water in a surplus state. Therefore, runoff into the lake is the decisive factor for the survival of lakes in the Taiyuan Basin. The demise of the lake is directly related to the diversion of the Fen River. Due to the year-on-year decrease of lake water volume, the lake continuously shrinks, while the runoff flowing out of the lake basin increases year by year.
