乳山市自1996年7月开始,按九江市医改模式进行试点,在总结试点经验教训的基础上,按照国务院医改《决定》和省、威海市的实施方案,对原试点办法进行了修改完善,于1999年7月1日起按新的医改规定实施。从目前情况看,新办法避免了试点期间的诸多弊端,运行情况良好,顺利实现了新旧办法的接轨和平稳过渡。主要政策1.缴费率。用人单位以本单位在职职工上年度工资总额为基数,按7%的比例缴纳,职工个人以本人上年度工资总额为基数,按2%的比例缴纳。2.个人账户和统筹基金的建立与使用。职工个人缴纳的基本医疗保险费全部计入个人账户:用人单位为职
