根据区域调水量分配的主要影响因素,以调水量合理分配为目标,基于社会、经济、生态环境、效率等合理性准则,结合评价指标选用原则,选取反映水—社会—经济系统特征的15项关键评价指标,形成具有多层次递阶结构的指标体系,并建立调水量分配的AHP递阶计算模型。根据方案层与目标层的关系,将各子区域相对于调水量合理分配的组合权重作为各子区域的分水权重,由此确定各子区域分得的调水量。实例结果表明,构建的调水量分配指标体系可行、有效。
