目前,施工企业对BT项目的管控还处于摸索阶段。有些施工企业因对BT项目管控不力而导致资金链断裂、纠纷不断,给企业带来了无法挽回的损失。基于施工企业对BT项目管控的目标,笔者认为应从以下几方面加强管控:1.关注BT项目的合法合规性。在BT项目选择阶段,要重点关注项目的可行性研究报告、立项及项目用地的审批、设计方案的批准、项目运作模式的批复、政府的会议纪要及相关文件、环境评价等,上述任何一项出现问题,都可能导致项目中断,甚至停止,因此必须高度重视。
