环境规制、财政分权与中国经济低碳转型

经济低碳转型是经济持续绿色循环发展的应有之义,本文基于2003-2014年省级面板数据,拓展环境规制主体为政府和个人,丰富财政分权测度综合指标体系,之后分别构建包含政府环境规制、个人环境规制和政府环境规制二次方项的动态面板模型,和以财政分权为门限变量、财政分权与环境规制交叉项为关键变量的面板门限模型,探究其对中国经济低碳转型的影响效应。结果发现,政府环境规制与经济低碳转型之间存在一定的倒U型曲线变换特征,且增强个人参与环境保护有利于地区经济低碳转型。而财政分权与环境规制对经济低碳转型的作用存在财政分权的单一门限阈值效应,适度控制财政分权度有利于降低地区单位产出碳排放,促进地区经济转型。最后基于上述研究提出相关政策建议。 Based on the provincial panel data from 2003 to 2014, this paper expands the main body of environmental regulation for the government and individuals, enriches the comprehensive index system of fiscal decentralization measure, and then builds a comprehensive government system including government The dynamic panel model of the quadratic terms of environmental regulation, personal environmental regulation and government environmental regulation, and the panel threshold model with the key variables of fiscal decentralization as the threshold variable, fiscal decentralization and environmental regulation as the key variables, Effect of carbon transformation. The results show that there is a certain inverted U-shaped curve transformation between government environmental regulation and low-carbon economy transformation, and enhancing personal participation in environmental protection is conducive to the transformation of low-carbon economy in the region. However, the role of fiscal decentralization and environmental regulation on economic low carbon transition has single threshold threshold effect of fiscal decentralization. Proper control of fiscal decentralization will help to reduce carbon emissions per unit output in the region and promote regional economic restructuring. Finally, based on the above research, we put forward relevant policy suggestions.
