新一届中国政府领导班子上任还不到一个月,就面临21世纪第一场全球性传染疾病SARS(非典)的严峻考验。与1998年洪水考验上一届政府不同的是,抗击SARS一开始就陷入被动。第一例报告的SARS病例于去年11月26日出现在广东佛山,之后又从广东、香港蔓延到华北包括北京、天津、河北、山西、内蒙古等省市,甚至还波及到了一些边远山区,形成了从南向北的两波大面积疫情。世界卫生组织和外国媒体的不满,民众对真实信息的强烈呼吁,谣言的四处散布,使得中国新一代领导人一下子面临前所未有的压力。
Less than a month after the new leadership of the Chinese government took office, it faces the severe test of the first global SARS (SARS) in the 21st century. In contrast to the 1998 flood test of the previous government, the fight against SARS was initially passive. The SARS cases reported in the first case appeared in Foshan, Guangdong on November 26 last year, and then spread from Guangdong and Hong Kong to other counties in North China including Beijing, Tianjin, Hebei, Shanxi and Inner Mongolia, and even affected some remote mountainous areas to form Two waves of large-scale outbreaks from south to north. The dissatisfaction of the World Health Organization and foreign media, the strong public appeal for real information, and the spread of rumors make the new generation of Chinese leaders suddenly under unprecedented pressure.
