教师被解聘的比例极低,即使不合格,也以转岗和提前退休为主。除违法乱纪和师德出现问题之外,因工作不胜任被解聘或清退的几乎很少出现教师退出制度实施的最大障碍在于教师管理体制。不同管理部门各行其政,往往缺乏沟通和衔接,这给教师退出机制的实施带来了很多困扰对曾为基础教育尤其是农村教育作出巨大贡献
