幾年來,我省已接收複員軍入×名,他們囘鄉後,在各級黨政的重視下,絕大多數得到了安置,並在工農業生產戰綫上和其他工作崗位上發揮了積極的作用,出現了不少英雄模範人物。但安置工作中也存在不少問題。首先是管理復員安置工作的機構不健全。縣市一級雖一股均成立了轉建委員會,但許多都是有名無實,既未曾舉行會議,也無專人辦事;有的雖配設了一定的專職幹部,但縣市主要幹部中却未指定專人負責領導,以致安置工作陷於應接不暇的被動局面。其次是部分幹部對復員安置工作的重大意義認識不足和存在‘好人不複員,街員沒好人’的錯誤看法,因而對復員軍人缺乏熱情關懷的態度。有些幹部不認真解决他們生活中的困難,甚至對他們加以歧視和排斥。有的機關團體,特別是企業部門,採取各種各樣的藉口拒絕吸收他
