国有企业是国民经济的支柱。现代企业管理的复杂性和现代科学技术多学科的系统联合协作,以及市场经济条件下企业生产的社会性,使企业管理进一步复杂性。在现代企业管理的六个活动因素(人、财、物、设备、任务、信息)中,人是最重要的。《中共中央关于经济体制改革的决定》中曾经指出:“企业活力的源泉,在于脑力劳动者和体力劳动者的积极性、智慧和创造力”。党的十四届五中全会也提出了“在各个领域培养一批跨世纪的优秀人才”的口号。因此,培养和造就社会主义经济管理人才的宏大队伍,是建立现代企业制度、搞活企业、增强企业活力的关键。只有建设多学科人才集合的科学决策体系,搞好企业自身的基础建设,才能适应经济改革的需求,增强企业活力。
State-owned enterprises are the pillars of the national economy. The complexity of modern business management and the multidisciplinary cooperation of modern science and technology, as well as the social nature of business production under market economy conditions, further complicate enterprise management. In the six activities of modern enterprise management (human, financial, material, equipment, tasks, information), people are the most important. The “Decision of the Central Committee of the Communist Party on Economic System Reform” once pointed out: “The source of corporate vitality lies in the enthusiasm, wisdom, and creativity of mental workers and manual workers.” The Fifth Plenary Session of the 14th CPC Central Committee also put forward the slogan of “cultivating a number of cross-century excellent talents in various fields”. Therefore, cultivating and fostering a large contingent of socialist economic management talents is the key to establishing a modern enterprise system, invigorating the enterprise, and enhancing the vitality of the enterprise. Only by building a scientific decision-making system with a multidisciplinary talent pool and doing a good job of the enterprise’s own infrastructure can we adapt to the needs of economic reforms and enhance the vitality of enterprises.
