基于系统理论,分别从环境、结构、参与者和行为四个方面阐述上海共有产权房政策。分析了其制度环境、现实环境和理论环境,并结合我国特色的政府结构阐明上海共有产权房的政策过程。从共有产权房的房源、价格和保障对象的审核三个环节以官方参与者和非官方参与者切入点阐明政策的行动者。
Based on the system theory, this article elaborates the policies of Shanghai common property right housing from the aspects of environment, structure, participants and behaviors respectively. Analyzes the institutional environment, the real environment and the theoretical environment, and expounds the policy process of the Shanghai common property room with the government structure with Chinese characteristics. From the three aspects of the source of the property ownership of the common property room, the price and the object of verification, we clarify the policy actors with official participants and non-official participants.
