日本政府制订的《中小企业基本法》 ,是一部以改变以往中小企业政策的分散性和不整齐性而加以体系化为目标的法律 ,在战后中小企业法律体系中占核心地位。它的实施 ,对战后日本中小企业的发展产生了重要的作用 ,它的多次调整与修改 ,又使它能够不断地适应客观环境的变化 ,发挥作用。这对于市场经济体制已经逐步建立和完善即将步入世贸组织的我国 ,在制定和完善各种扶植中小企业的法律、政策方面 ,都有重要的启示作用和借鉴意义
The Basic Law for Small and Medium-sized Enterprises set by the Japanese government is a law aiming at systematizing the decentralization and irregularity of previous small and medium-sized enterprises, and occupies a central position in the post-war SME legal system. Its implementation has played an important role in the development of post-war SMEs in Japan. Its many adjustments and modifications have enabled it to constantly adapt to changes in the objective environment and make a difference. This has an important enlightenment and reference significance for the formulation and perfection of various laws and policies for the construction of SMEs that have gradually established and perfected the market economic system in our country, which is about to enter the WTO.
