本文运用2015年“中国企业-员工匹配调查”(CEES)数据,基于倾向得分匹配估计的识别思路,实证分析了使用国际标准对于企业全要素生产率的因果效应。研究结果表明,使用国际标准对企业全要素生产率具有稳健的因果效应,匹配后的参与者平均处理效应(ATT)基本在13.7%以上。对此,本文建议:政府应加快建立通过国际标准使用促进全要素生产率提升的政策体系;鼓励标准化服务的市场化改革,提高标准化活动对全要素生产率的贡献度;推动自主知识产权的技术成为国际标准,扩大我国标准化服务贸易的出口。
This paper empirically analyzes the causal effect of using international standards on total factor productivity of enterprises based on the identification of propensity score match estimates using the 2015 China Enterprise-Employee Matching Survey (CEES) data. The results show that the use of international standards has a robust causal effect on firm total factor productivity, and the average ATT of matched participants is basically above 13.7%. In this regard, the paper suggests: The government should speed up the establishment of a policy system that promotes the use of international standards to promote TFP; encourage marketization of standardized services and increase the contribution of standardization activities to TFP; and promote independent intellectual property rights as an international Standard, expand the export of China’s standardized service trade.
