专利官费减缓制度是专利行政管理中的一项主要内容。在强调专利管理的重要性基础上,全面分析了我国目前专利官费减缓制度中存在的问题,并提出通过对现有《专利费用减缓办法》进行修订、对以往专利费用减缓申请企业进行抽查、对现有专利管理部门相关人员进行培训、对现有专利申请企业诚信等级进行评比等一系列制度措施的建立,可以杜绝部分非亏损企业借机套取财政资金的违法行为。 Patent royalties relief system is one of the main contents of patent administration. On the basis of emphasizing the importance of patent management, this paper comprehensively analyzes the existing problems in China’s system of alleging government officials’ fee reductions and proposes that the existing patent expense mitigation measures be amended to make spot checks on the enterprises that applied for patent expense mitigation in the past, The training of relevant personnel in the existing patent administration departments and the establishment of a series of system measures such as the appraisal of the credit rating of the existing patent applications can eliminate the illegal behaviors of some non-loss-making enterprises taking the opportunity to seize financial funds.
