通过对海河漂浮物的打捞量、来源、分布特点、构成成分、热值、处理现状及海河主要水质指标等的调查和分析 ,提出了海河漂浮物的治理必须加强源头的宏观管理 ,实行打捞作业机械化 ,强化水上环境管理队伍的监管能力 ,大力宣传教育、提高全民的环境保护意识等切实可行的对策。根据天津市目前垃圾的处理方法和漂浮物热值较高的特点 ,提出了海河漂浮物实行焚烧发电的最终处理方法
