“其安易持,其未兆易谋。其脆易泮,其微易散。为之于为有,治之于未乱。”这是老子的自然无为思想。意思是说,凡世间之事,在其处于安定状态之时,最易于把握;在其发生变化的兆头还没有显现之时最易于筹划制止这种变化的策略;在其最脆弱之时最易于粉碎;在其最微小之时最易于消散。根据这个道理,但凡世间之事,想使之成功要在没有任何基础之时做起,要想制止它的变化要在它没有变化之时就采取行动。老子在论道时并非指某一具体事物,而是在阐述一种规律(即“道”的存在)。推及到安全生产中的事故预防工作,其意当是告诉我们预防事故的
