民用航空运输是国家综合交通运输体系的重要组成部分。改革开放尤其是“八五”以来,我国民航以较快的速度发展,对国民经济和社会发展起到了重要作用。近年来,我国政府审时度势,不失时机地提出西部大开发战略,积极推进区域经济协调发展,逐步缩小地区差距。在这种形势下,加快西部地区航空运输发展,更好地适应西部地区国民经济和社会发展的需要,是摆在我们面前的重大课题。 Civil air transport is an important part of the national integrated transport system. Since the reform and opening up, especially the “Eighth Five-Year Plan”, China’s civil aviation has developed at a relatively rapid pace and played an important role in the national economy and social development. In recent years, the government of our country has reviewed the situation and seized the opportune moment to put forward the strategy of developing the west region, actively promote the coordinated development of regional economy and gradually narrow the regional disparity. Under such circumstances, it is a major issue for us to speed up the development of air transport in the western region and to better meet the needs of the national economy and social development in the western region.
