具有先进文化指导的社会团体在创新社会管理进程中具有不可替代的作用。然而,我国公益性社团文化建设尚存许多不足,特别是许多社团只是政府机构在社会服务的延伸,官僚色彩很浓。社团文化创新的重心是建设既有文化自觉性又有鲜明特色的组织文化,而实现文化创新既需聚合先进文化及传统文化精髓的内驱力,又离不开政府和市场的外部支持。首都红十字组织的文化创新实践正是这一路径的鲜活典范。
Social organizations with advanced cultural guidance play an irreplaceable role in the process of innovation and social management. However, there are still many deficiencies in the cultural construction of public welfare associations in our country. In particular, many associations are just an extension of government services in social services and the bureaucratic colors are very strong. The focus of community cultural innovation is to build an organizational culture with both cultural awareness and distinctive characteristics. To achieve cultural innovation, it is necessary to integrate the internal drive of the advanced culture and the essence of traditional culture with the external support of the government and the market. The cultural innovation practice of the capital Red Cross is a vivid example of this path.
