随着大量火电厂的兴建和电厂容量的不断增加，厂区占地面积不断扩大，在厂址选择、节约用地、地基处理、交通运输、确定厂址标高等方面的难度越来越大，对总图设计的要求越来越高。在即将进入２１世纪之际，应不断总结经验和提高总图设计技术水平，重视核电厂总图设计的特殊性，充分发挥总图设计对控制造价的作用。
