目的建立洪灾地区县级疾病预防控制机构救灾防病应急能力的综合评价方法。方法应用层次分析法建立洪灾地区县级疾病预防控制机构救灾防病应急能力的初评指标体系,德尔菲法确定指标及其权重,综合评分法建立综合评价模型;通过方差分析、相关性分析对综合评价模型等级分类的可行性和所包含指标的独立性进行验证。结果建立了包含20个一级指标和57个二级指标的综合评价模型;运用该模型评价的应急能力较强的县级疾病预防控制机构5个,中等的10个,较差的5个;综合评价模型等级分类具有较好的区分度,且包含指标的独立性较好。结论建立的综合评价模型,可以较好区分洪灾地区县级疾病预防控制机构救灾防病应急能力的强弱,具有较好的适用性和较高的可信度。
Objective To establish a comprehensive evaluation method of disaster prevention, disease prevention and emergency response capability of county disease prevention and control agencies in flood areas. Methods Analytic hierarchy process (AHP) was used to establish the initial evaluation index system for disaster prevention, prevention and emergency at the county level CDC in flood-hit areas. The Delphi method was used to determine the indicators and their weights. The comprehensive evaluation model was established by using the integrated score method. By means of variance analysis and correlation analysis, Evaluate the feasibility of the model hierarchy and the independence of the included indicators. Results A comprehensive evaluation model including 20 first-level indicators and 57 second-level indicators was established. Five county-level disease prevention and control institutions with a high emergency response capacity evaluated by this model, 10 medium and 5 poor, The classification of the comprehensive evaluation model has a good degree of differentiation, and the index independence is good. Conclusion The comprehensive evaluation model established can better distinguish the strength of disaster prevention and disease prevention and emergency response capability of disease prevention and control institutions at county level in flood areas, and has better applicability and higher credibility.
