三峡水库消落区土地资源十分丰富，科学合理地开发利用是一项造福于库区人民的大事。消落区土地利用可分为防护利用和消落季节利用，如何优化利用方案，应从实际出发，按照“技术上可行，经济上合理”的原则，科学合理地作出评价。消落区土地的工程利用在三峡水库区有着广阔的前景。库区１７ ５０６ ．７ ｈｍ ２消落区的土地中，目前进行规划利用的只有１ ３９７ ．７ ｈｍ ２，占消落区耕园地面积的８ ．０ ％ 。若消落区土地能采取灵活多样的工程型式加以利用，既可缓解移民安置的难度，减少外迁移民，也可为库区创造经济效益
