国家教委、劳动部、人事部、国家体改委、全国总工会在《关于开展岗位培训若干问题的意见》中强调指出:“主要岗位的培训必须逐步规范化、制度化。”从全国铁路系统五年来岗位培训的实践看,特别是对新职、转岗、晋升人员实行“先培训,后上岗”的制度后, 使我们逐渐认识到,岗位培训的规范化、制度化,是提高职工队伍整体素质的需要,是企业当前与长远利益的需要,同时,也是坚持马克思主义的实践论和认识论的必然结果。怎样实现岗位培训的规范化、制度化,目前尚存在着一些理论和实际问题。
