文化馆是公益性一类的文化阵地,免费开放是文化馆一项重要职能,是文化惠民的有效途径。自2011年文化部、财政部印发《关于推进全国美术馆、公共图书馆、文化馆站免费开放工作的意见》以来,全国各地开始逐步推行“三馆一站”免费开放。为不断丰富人民群众的精神文化生活,满足群众对文化艺术的强烈需求,充分发挥文化馆保障公民基本文化权益、提高公民鉴赏能力的重要作用,公共文化场馆的免费开放力度不断加大,成为了保障民众基本文化权益、让民众享受经济文化发展成果的重要阵地。我县文化馆自实施免费开放以来,坚持以服务人民群众为中心,秉承群文普及之路,全面提升公共文化服务水平,切实保障人民群众的基本文化权益,充分调动了群众与公共文化服务的积极性。 Cultural centers are public cultural centers.
