江泽民总书记关于“三个代表”的重要思想,为新时期加强党的建设指明了方向。按照“三个代表”的要求,笔者边学边思,顿有所悟。就企业工作而言,抓效益应从抓管理人手,抓管理应从抓干部人手,关键是要加强机关党员干部队伍建设,使之成为推进改革发展的先锋队。在此,笔者联系大冶铁矿实际,就如何加强机关干部队伍建设,发挥机关科室的作用,谈点肤浅的看法。第一,机关科室是生产经营组织的“指挥部”。近年来,我矿通过深化改革、转机建制,变革管理组织、创新管理方法、疏通管理渠道,按照现代企业制度的要求,采取层级管理和专业管理相结合的运行模式。这种模式在经济学里称为“金字塔”式管理模式。机关科室在这种管理模式中处于“金字塔”的中
